J.C. has been active with the local Republican party for about 25 years. He has served as the Local Coordinator for many State & Federal Candidates including Gov. Jim Edgar, President George Bush Sr, Presidential Candidate Bob Dole, Congressional Candidate Brent Winters, State Senator John O. Jones and has worked very closely with the David Reis for State Representative Campaign. He was then elected Chairman of the Richland County Republican Central Committee in September of 2003 to finish out the unexpired term of James R (Jim) Hough. J.C. was elected to his 1st full term in March of 2004 and re-elected as Chairman in March 2006, also re-elected in March 2008.  J.C. is an active member of the County Chairman’s Association and presently serves as the Southern Vice President
J.C. is married to Carmen Kowa and is the father of 2 boys, William age 20 and Jacob age 11. He is employed by the East Richland School District as the Head Custodian at ERMS, and has been an employee of the East Richland School District in different capacities since August of 1979.
